Quote the official text, or stop.

This site publishes a static education-law navigator. It searches statute and regulation text that actually ships on the page. If those sources cannot complete an answer, the tool refuses. It does not guess.

Education Navigator

Ask a question that can be answered from the official texts this page ships. Each published answer is a quote or a tight restatement, then a citation, a source URL, and the date that page was retrieved.

It will not draft papers. It will not apply the law to a named student. It will not invent a section or a holding.

Two statutory lanes

The navigator keeps these paths separate. It will not collapse them into one “appeal” story.

  1. Education Law 310 and 8 NYCRR Parts 275–276. Judicial review of a Commissioner determination is an Article 78 proceeding.
  2. Education Law 4404 and 8 NYCRR Part 279. Review of a State Review Officer determination follows the Education Law 4404 / CPLR 7803(5) path, not Article 78.

The tool may quote those statutes after they are ingested. It will not invent a holding about exhaustion, finality, or venue beyond the text in the corpus.
