This site is general information published by Earlville Media LLC. The navigator quotes official texts that ship in the browser. That is not legal advice. It is not a substitute for a lawyer who knows your facts.
Law and regulations change. Online reprints can lag. Your facts are yours. Read the cited source before anyone relies on a sentence.
2. No attorney-client relationship unless it is in writing
Using this website, asking the navigator a question, or writing an email does not make Porta Law your lawyer. It does not make Earlville Media LLC your lawyer. An attorney-client relationship starts only if you have a written Porta Law engagement.

3. Not NYSED. Not USDOE. Unofficial 8 NYCRR
This site is not affiliated with the New York State Education Department or the United States Department of Education.
Online 8 NYCRR pages (including NYSED, counsel.nysed.gov, sro.nysed.gov, and other HTML reprints) are unofficial. The official compilation is Title 8 of the New York Codes, Rules and Regulations as published by the Department of State. Every NYCRR quote on this site should be read with that limit.
4. What the navigator will not do
- It will not invent a statute, regulation, case name, or holding.
- It will not publish an incomplete-but-cited answer.
- It will not draft a petition, IEP, prior written notice, due process complaint, or Article 78 papers.
- It will not answer tax questions.
- It will not apply the law to a named student, date of birth, address, school, or disability classification tied to a real child. Do not paste those facts here.
- It will not collapse Education Law 310 / Parts 275–276 / Article 78 review of a Commissioner determination with Education Law 4404 / Part 279 / the 4404 and CPLR 7803(5) path for SRO review.
5. Security limits
The navigator runs in your browser. Questions are kept in this browser session. They are not sent to our servers when you search. If you copy text into an email, that email is ordinary email.
There is no login and no account. Do not type passwords, Social Security numbers, or student records into this site.
